Introduction
SoHaR specializes in the design, development, and analysis of highly reliable electronic
and computer-based systems in critical applications. Our name is derived from a
contraction of Software and Hardware Reliability. Since our establishment in 1978,
we have performed more than 200 major projects, primarily for prime Aerospace contractors
and for the Federal Government. We have staff in the Los Angeles and Washington,
DC areas.
Our services include:
- Establishing system requirements for reliability, safety, availability, and fault
tolerance
- Reliability prediction and safety analysis
- Development of fault tolerant systems
- Oversight of development contractor activities in reliability, availability, software,
safety, and fault tolerance
- Development of fault tolerance and test technology
- Development of tools for reliability and availability modeling, prediction, and
test; software to collect logistics and supportability data over IP (Internet, Extranet
and Intranet) networks
- Logistics analysis and support such as predictions of outage time as a function
of maintenance, logistics, and training resources.

The company information resources include an extensive library that contains standards
and specifications for hardware and software development, maintainability, testability,
and reliability, as well as all significant publications in fault tolerant computing
and software reliability. Through our Internet access, we are constantly downloading
additional relevant publications, news items, and software tools to further enhance
our capabilities.
Company computing resources include:
- A TCP/IP network based on Sun SPARCstations and Windows NT PCs
- A fault tolerant distributed system testbed used for research in real time control,
adaptive fault tolerance, and distributed objects (primarily CORBA)
- A high speed connection to the Internet for testing and development of wide area
network based applications
- Language processors and compilers for most major languages, and expert system development
shells
- CAD and Schematic Capture software

Description of Services by SIN
SIN 871-1. Strategic Planning for Technology Programs
SoHaR provides expertise in system reliability, availability, and safety dfuring
the concept development phase. With more than two decades of experience working
NASA, the DOD, the FAA, the Department of Energy, and the Nuclear Regulatory Commission,
SoHaR has a broad range of experience and domain expertise that can be applied during
this critical phase of the project

SIN 871-2. Concept Development and Requirements Analysis
SoHaR provides support to project leads during the concept development phase by
helping to define reliability, maintainability, availability, and safety requirements,
performing concept level analyses to identify failure modes, risks, and hazards

SIN 871-3. System Design and Integration
During system design and integration, SoHaR provides product and/or mission
assurance activities by means of specialized reliability analyses (including reliability
predictions, FMECAs, fault tree analyses, sneak circuit analyses, and reliability
models), failure data collection and analysis, and participation in system design
reviews. SoHaR can performs conceptual design, evaluation, and implementation of
fault tolerant distributed systems

SIN 871-4. Test and Evaluation
For stability and failure/recovery testing, SoHaR develops test plans, evaluates
test data, and determines MTBFs, MTTRs, and recovery probabilities based on the
results. For functional and integration testing, SoHaR examines failure logs to
identify both anticipated and unanticipated failure modes

SIN 871-5. Integrated Logistics Support
SoHaR designs and develops logistics and configuration data systems and analyzes
the results of such systems to determine MTTR, MTBF, logistics delays, and related
data. SoHaR has developed state of the art with data entry and analysis occurring
over the Internet

SIN 871-6. Acquisition and Life Cycle Management
Where organizations have collected data on operation systems, SoHaR analyzes for
trends and provides predictions on optimal replacement strategies. SoHaR also advices
on lifetime buys and technology refresh issues -- particularly where COTS systems
are involved

Labor Category definitions PES Labor Categories
Program Director: A highly technically accomplished individual
capable of quickly grasping the management and technical issues of a project, providing
guidance and advice to a project manager, and capable of assessing project status
and the need for corrective action if required. Graduate degree (M.S. or Ph.D) in
Engineering with more than 20 years' technical experience, and a minimum 5 years
of management experience (responsible for meeting schedule, cost, and customer satisfaction
goals). Demonstrated high level capabilities in written and oral communications
as evidenced by a minimum of 35 referenced technical publications and/or conference
presentations.
Sr. Engineer: A technically accomplished individual capable of
managing a task. This management includes leading the technical effort, tracking
cost and schedule, preparation of written reports, and responding to customer needs
to maintain service satisfaction. Graduate degree (M.S. or Ph.D) in Engineering
with more than 5 years' technical experience or undergraduate degree (B.S.) in Engineering,
with a minimum of 10 years of management experience (responsible for meeting schedule,
cost, and customer satisfaction goals). Demonstrated capabilities written or oral
communications by records of publications and/or other independently prepared oral
documents.
Engineer: A technically competent individual capable of undertaking
technical assignments in the engineering discipline and completing them under supervision
but without significant technical assistance. Graduate degree in Engineering or
undergraduate degree with a minimum of 2 years' experience.
Assoc. Engineer: A technically capable individual who can work
on individual tasks involving design, analysis, documentation, or software development
comprising part of an assignment and working with the help and supervision of a
more senior individual. Degree in an Engineering or technical discipline.
Tech Support: An individual competent in PC and/or UNIX technology
capable of performing support tasks, including preparation of drawings, correct
calculations in accordance with defined instructions, and document preparation.
Support Categories
Administrator: An individual capable of independently responding
to administrative questions, preparation of invoices and supporting documentation,
preparation of administrative and financial reports, and preparation of tracking
data from underlying cost and schedule information. Undergraduate degree and a minimum
of 5 years experience. Excellent communication (written and oral) skills in English.
Administrative Assistant: An individual capable of using PC-based
administrative applications (spreadsheet, word processor, e-mail) with good written
and oral communication skills in English.
